To implement the Plan of Cooperation between the Ministry of Health of the Russian Federation and the US Agency for International Development (with HIV/AIDS control being a priority area of this cooperation), a US delegation visited Russia on September 13 – 23, 2006. The delegation consisted of C. Rapposelli, Coordinator, US Global HIV/AIDS Programs; Steven Nice, Project Leader, Russia Projects under the HIV Prevention Program of the US Department of Defence; Thomas Crestin, Senior Public Health Advisor, Alcohol and Drug Addiction Treatment Program; Charles Whitek, Program Director, CDC Programs in Russia; Martha Utt, Program Leader, Aid Programs for Russia, Bureau of European and Eurasian Affairs, US Department of State.

The visit objectives were to evaluate the HIV/AIDS prevention and treatment bilateral (Russia- US) programs; to up-date the strategy in view of the current situation and needs; and to discuss coordination and cooperation with other international and Russian organisations.

On September 14, 2006, A. Pankratov, Project Coordinator from the Russian Health Care Foundation, made a presentation to describe the 4th Round Global Fund Program implemented by the Russian Health Care Foundation, during a meeting in the USAID Office.

On September 12 – 14, 2006, the second training was delivered under the project aimed at establishing regional teams to provide direct non-medical services to people living with HIV/AIDS. The training was arranged by the INFO-Plus Public Awareness Charity Foundation, and took place in Moscow.

The key goal of these training events was to train regional teams in providing direct non-medical services to PLWHA through AIDS-service organisations and to prepare regional projects aimed at establishing non-medical services for PLWHA.

Trainees represented 11 non-commercial organisations, Regional AIDS Centres, Red Cross Departments, and regional non-governmental organisations.
The training was focused on such issues as management, monitoring, social marketing, and attraction of new clients, individual work technologies, as well as human resource management and recruitment.

In the nearest future, the participants will submit their applications for implementing non-medical service development projects in their regions.

5-6 сентября 2006 г. в АНО «Социально-культурные программы в пользу российских немцев - Брайтенарбайт» Фондом "Российское здравоохранение" был проведен Круглый стол, посвященный проблемам и особенностям детей, рожденных от ВИЧ - инфицированных матерей, в том числе сирот, в рамках программы Глобального Фонда "Развитие стратегии лечения населения Российской Федерации, уязвимого к ВИЧ/СПИД и туберкулезу".

К участию в заседании Круглого стола были приглашены представители региональных организаций, оказывающих психолого-социальную поддержку ВИЧ инфицированным детям, детям, рожденным от ВИЧ-инфицированных матерей, в том числе сиротам.

Уже в первый день развернулась горячая дискуссия на тему «Проблемы оказания психолого-социальной поддержки ВИЧ-инфицированным детям в России» в сравнении с подобным опытом за рубежом, в частности в Германии, где, по словам приглашенного эксперта госпожи Илзе Грош-Вернер, не существует отказов от детей по основанию их ВИЧ положительного статуса, а также разрешено усыновление ВИЧ-инфицированных детей, оставшихся без попечения родителей (по причине их смерти) ВИЧ-инфицированными людьми. Решена проблема комплексного сопровождения таких детей врачами-специалистами и психологами, социальной службой со времени их внутриутробного развития, во время родов и всю дальнейшую жизнь. Дети "ждут своего диагноза" всего три месяца после появления на свет,в то время как в России процесс подтверждения или опровержения диагноза растянут во времени часто до 18 месяцев.

Большой интерес вызвала у участников Круглого стола деловая игра «Планирование психолого-социальной поддержки ВИЧ инфицированным детям», направленная на определение круга проблем, сфер ответственности, компетенции организаций, работающих с детьми, простройки шагов деятельности.

Результаты работы Круглого стола: налажено заинтересованное взаимодействие между участниками встречи, им оказана методическая, информационная, техническая помощь по вопросам современного подхода к данной теме в России и за рубежом. Получены практические навыки проектного менеджмента в данной сфере. Определены приоритетные направления в работе с ВИЧ-инфицированными детьми, включая сирот.

Достигнута договоренность о передаче накопленного опыта в работе с данной целевой группой другим заинтересованным организациям.

Работу Круглого стола освещали многочисленные представители СМИ, так как проблема ВИЧ-инфицированных детей (особенно сирот) в настоящее время в России приобретает наибольшую актуальность.

Участники Круглого стола подтвердили свою заинтересованность в регулярности проведения подобных встреч, а также свою крайнюю заинтересованность в участии в реализации Программы Фонда «Российское здравоохранение» в своих регионах.

Moscow, September 5 – 6, 2006. The Education and Information Centre of the Russian-German House is hosting a roundtable dedicated to problems and specifics of care delivery to HIV-infected children, including orphans. This event has been jointly arranged by the Russian Health Care Foundation and the Breitenarbeit Non-Commercial Organization (Social and Cultural Development Programs for Russian Germans) under the GF-financed Program: Promoting a Strategic Response to HIV/AIDS - Treatment and Care for Vulnerable Populations in the Russian Federation.

The roundtable participants include representatives from the Federal AIDS Centre under the leadership of Academician Pokrovsky, the Ministry of Education of the Russian Federation, the Association of Social Care for Children, the Charite Clinic under the Humboldt University (Berlin, Germany) as well as representatives from regional organisations providing psychological and social care to orphans, including HIV-infected children.

The roundtable is held to discuss strategies and algorithms of psychological and social care delivery to HIV-infected orphan children.

The Russian Health Care Foundation brings to your esteemed notice that the delivery of ARV drugs continues within the framework of the “Promoting a Strategic Response to HIV/AIDS Treatment and Care for Vulnerable Populations in the Russian Federation” Program.

On September 1, 2006 the delivery of Kaletra 166,6 мг № 180 to the Federal AIDS Center as well as to all 9 regions-participants of the Program is beginning.

Within the nearest time manufacturing companies will start the delivery of the remaining 6 products, procured within the Program framework.

The Irkutsk Oblast Administration adopted the decision to establish a Coordinating Council for AIDS Control Activities to improve the effectiveness and efficiency of such activities in the Oblast. This decision is in line with the Federal Law on HIV-Infection Spread Prevention in the Russian Federation, and the respective Ordinance of the Chief Sanitary Physician of the Russian Federation.

The Council consists of the Chief Physician of the Irkutsk AIDS Centre (B.V. Tsvetkov), the Head of its Managerial and Methodological Division (S.N. Bronnikova), the Chairperson of the Irkutsk Oblast Department of the Russian Red Cross (M.V. Akulova), and the Director of the Crossing of Seven Roads Rehabilitation Centre (I.G. Vankon).

It is a pleasure to note that M.V. Akulova and I.G. Vankon became members of the Council owing to active and fruitful work of the Red Cross Department and the Crossing of Seven Roads Rehabilitation Centre to implement harm reduction projects for IDUs and CSWs, disseminate information for PLWHA and deliver trainings in VCT under the Program: Promoting a Strategic Response to HIV/AIDS – Treatment and Care for Vulnerable Populations in the Russian Federation financed by the Global Fund to Fight AIDS, TB and Malaria.
